Plans – Sheet ADD4– Addition: The attached plan sheet ADD4 is included as part of Addendum #4.
Contractor Question – Resinous flooring in the restroom is called out on A301 note D. We are not
able to find any specification for this material. Can the team provide specific information about this
finish material? Clarification: Please DELETE Restroom Note “D” from sheet A301, and refer to Room
Finish Schedule on sheet A601 for restroom floor finishes.
Contractor Question – In 10 14 63 Color LED Sign 1.3 Section Includes notes LED display Board, and
LED message centers. Is LED message centers in 10 14 63 1.3 B to indicate there are other LED displays
or message centers in addition to the display board on the water tower? Clarification: Please DELETE
101463 1.3.A “LED Display Board” and REPLACE with “LED Display Board (a.k.a. LED message
centers).” Please DELETE 101463 1.3.B “LED message centers” and REPLACE with “Not used.” The LED
Display Board shown in 5/WT101 is the only LED Display Board of its type included in section 101463.
The manufacturer of this product may use the term LED Message Center, in some cases. The terms are
interchangeable for the purpose of this contract.
Contractor Question – The 2x8 tight knot cedar fascia on the water tower seems like it would need
relief cuts to follow the radius of the structure. Note on drawing WT501 states that optional relief
cuts are only for trim pieces hidden from view. Would relief cuts be allowed on the fascia in this case?
Clarification: Relief cuts will not be allowed on elements exposed to view. If they are deemed to be
necessary by the bidders chosen means & methods of installation, then a flashing or other trim should
be included in the bid proposal. Alternate products may be submitted during construction as per the
specified process for Substitutions or Alternates.
Contractor Question – Is 08 31 00 Access Doors and Panels pertaining to the hatch in the water tower?
If so, should the water tower access hatch be exterior grade and insulated? What are the security
requirements for the hatch. Clarification: The Water Tower access door is included in 083100. The
access door should be considered “exterior grade” as it is located in the exterior envelope. However,
it does not need to be insulated, as the water tower is not a conditioned space. Security requirements
are specified in 083100 2.1.B.6.b. We would like a concealed hinge and keyed lock/latch.
Contractor Question – Is the gypsum board ceiling attached to structure in the Valve/Storage room?
Clarification: Please refer to detail 4/A501 for the Roof Assembly. REMOVE note reading “5/8” MOLD
RESIST GYP. BD. (1X T&G DF AT OVERHANGS)”. REPLACE with note reading “5/8” MOLD RESIST GYP.
BD. (1X T&G DF AT RESTROOM CEILINGS & OVERHANGS).”
Contractor Question – Is there a fourth area drain in the splash area that is not shown on SP1.2 as
shown on the C and L drawings? Clarification: There are 4 box drains in a row, three of them are
shown on Rain Decks plans and the additional one to the north on the L & C drawings. Please see the
updated SP1.2 drawings included in Addendum #4 for clarification. The 4 box drains will be provided
by the Owner, to be installed by the Contractor.
Contractor Question – Details 1 & 2 on C400 show non-reinforced concrete with tooled joints with no
sealant for all the site concrete, detail 1 & 2 on S501 show saw cut and sealed joints for the bathroom
slab only, is that correct? Clarification: Details 1 & 2 on Sheet C400 are general details for site Concrete
Paving and Decorative Concrete. There is no joint sealant specified for tooled contraction (a.k.a.
control) joints. Concrete Paving and Decorative Concrete joint types shall be per the details listed
above and Section 700 - 321313.3.5 & 321316.3.2.D. Please note that contraction joints in Stamped
Decorative Concrete are specified to be scored with diamond blade and rinsed clean. Therefore, please
ADD the following note to Detail 1 & 2 on Sheet C400. "Note: Control joints as specified EXCEPT at
Stamped Decorative Concrete. See Specification Section 700 - 321316.3.2.D. See Section 700 -
321313.3.5 for additional information regarding other joint types." Structural sheets beginning with
the letter designation "S" are considered Structural Sheets and are specific to building structures. The
concrete for structures shall be per Section 700 - 033000 Cast-in-Place Concrete. The details shown on
Sheet S501 do not apply to Concrete Paving or Decorative Concrete.
Contractor Question – “Concrete notes” on SP1.1 call for rebar or wire mesh, is this for the entire
splash play area? Is the splash play area 15’ x 55’ or 15’ x 70’ long as dimensioned on SP1.1?
Clarification: Splash Pad area is 15' x 70', the Rain Deck plans have been amended and are included
in Addendum #4. The Splash Pad area is reinforced per the splash pad plans.
Contractor Question – Is the splash play area concrete paid by the square foot under the colored
concrete bid item or is it incidental to bid item 49? Clarification: The splash pad concrete is colored
concrete and will be paid by the square foot of Bid item #21 Concrete Walk, Colored 4-inch Thick
Concrete Pavement, the reinforcement in the splash pad will be paid by the Bid Item #49 Splash Pad
Plumbing and Installation of features and per Section 610.
Contractor Question – Is there a water line connection to the water tank? SP1.2 shows a “1” line to
rail car filler feature” but no detail for connection to the water tank. Clarification: There is a water
supply line to the interior space of the water tank. There is also piping and a connection to the water
feature supplied by Rain Deck. We have very limited information on the water feature and its
connection, but the depiction in the WT plan sheets should be fairly accurate. The connection to the
water feature will be a typical plumbing fitting or threaded connection. Additional information is
included in this addendum to show how the water line traverses from the ground level to the interior
space of the water tower. Please see the ADD4 Drawing included in this addendum for additional
information.
Contractor Question – Detail RDS394-0 on SP2.1 shows a RR crossing sign, where does it go? Is there
only 1? Are these what’s shown on SP1.2 in the splash play area? Are these furnished by Rain Deck?
Clarification: These are included in the Rain Deck items purchased and supplied by the City, for the
contractor to install, there are two of them. Please see the invoice of items included in Addendum #3
from Rain Deck, RDS394-0 Rain Deck SS Railroad Crossing (RDS394-0) w/ SS Footing Bases (RDS399-
0).
Contractor Question – Irrigation plans call for all control valves to be designated as reclaimed water.
Do any irrigation components need to be purple (reclaimed)? Clarification: Provide Pro-Spray
Reclaimed factory-installed purple reclaimed caps at all Pro-Spray heads and provide 1800-NPCAP
Purple Covers at all 1800 Series heads.
Contractor Question – Bid item 16 Adjust meter and Valve Boxes – I am only seeing one meter to be
adjusted on sheet C301 note 150-U. Can you confirm quantities for this item or identify notes for
additional adjustments. Clarification: There are seven total of water meters and valves that need to
be adjusted per Plan sheet C100 Existing Conditions and Demo Plan, see construction notes notes 105
and 114 on this plan sheet and sheet C100 included in this addendum.
Contractor Question – Sheet C301 has a note on the North West ADA ramp calling to “Install
Crosswalk Closure Support Detail per RD913 Sheet C402” There is no bid item for this work. Is this
incidental to the signs and striping bid item? Clarification: Yes, the construction and installation of
the Crosswalk closure sign and support is incidental to Bid item #29 Signs and Striping (including
removal and relocation of permanent and temporary signs).
Contractor Question – Bid item 41 information plaques. I do not see a detail for this item. Is there a
detail for this item or a spec section callout? Clarification: Bid item #41 has been removed from the
Schedule of Bid Items, see the Addendum #4 revised Schedule of Bid Items.
Contractor Question – For the playground surfacing, there is no structure detail noting what materials
go underneath of the wood fibers? Is there a drain material or soil material that needs to go under the
wood fibers? Clarification: Detail 6/L300 in the Landscape drawings shows the drain course and
subgrade section for the play area and detail 2/C200 in the Civil set calls out the drain rock specified.

Contractor Question – Note 107 on C100, is there work for the contractor to perform associated with this note? Clarification: No, note 107 on sheet C100 has been removed, see attached Addendum #3 C100.
Contractor Question – Is the contractor responsible for any work beyond coordination associated with notes 127, 128 on C100? Clarification: Yes, see Addendum #3 Sheets C202 & C402 and Addendum #3 Schedule of Bid Items and Addendum #3 Section 610 for descriptions.
Contractor Question – Where is note 132 on C100? Clarification: Note 132 has been removed, please see attached Addendum #3 Sheet C100.
Contractor Question – Which excavation is paid under bid item 8 and which is incidental? How was the 550 cy quantity calculated? Clarification: Addendum #3 Bid item #8 General Excavation quantity includes the amount of soil that needs to be removed from the existing grade of the project site. It does not include excavation necessary for the construction of the proposed restroom building, water tank, and splash Pad features. Please see Addendum #3 Schedule of Bid Items.
Contractor Question – Is removal of the existing grass in the areas of excavation paid under bid item 8 or is it incidental to item 7? Clarification: Removal of the existing grass in the areas of excavation is paid under Addendum #3 Bid Item 8 General Excavation, see attached Addendum #3 Schedule of Bid Items.
Contractor Question – On sheet C200 in the legend there is a detail for "gravel", is there an area on the job that get a gravel surface? Clarification: No.
Contractor Question – Which rock gets paid under bid item 18? Clarification: Bid item #18 Aggregate Base -3/4” Minus Quarry Rock includes the construction of all bid items except as noted, see Addendum #3 Schedule of Bid Items.
Contractor Question – Are bid items 26 and 27 quantities, correct? Clarification: Please see attached Addendum #3 Schedule of Bid Items.
Contractor Question – Note UP-1, where does the J box and conduits get relocate to? What do we do with the guy anchor? Clarification: Please see Addendum #3 Sheet C202.
Contractor Question – Can you furnish a drawing showing just the new electrical conduits, C202 is difficult to read? Clarification: No, but the electrical lines have been updated in a bolder line type, please see Addendum #3 Sheet C202.
Contractor Question – Detail 1 on C200, does the infiltration rain garden as designed meet the City of Cottage Grove design requirements? Will it be extra work if it needs to be redesigned? Clarification: Yes, the infiltration rain gardens design meets the City of Cottage Grove requirements.
Contractor Question – Bid item 32 references details 5 & 6 on C402, those details are missing? Clarification: Addendum #3 Schedule of Bid Items.
Contractor Question – What permits will the contractor be responsible for and what are the fees? Clarification: Contractor will be reasonable for following and abiding by the City of Cottage Grove’s Erosion Prevention Permit Construction Site Management Plan (CSMP) Permit and the City of Cottage Grove’s Right of Way Access Permit, there is no fee to the contractor for these permits.
Contractor Question – Do you have a source for the stamp for the stamped concrete? Clarification: Yes, see Project Manual Section 700 CSI Specifications, under Section 321316 Decorative Concrete.
Contractor Question – Does the bid item for subgrade fabric pay for the fabric under the play area? Clarification: No, the subgrade fabric under the play area is incidental to the Bid Item # 37 in the attached Addendum #3 Schedule of Bid Items.
Contractor Question – Bid Item #37 Playground – Swing: Installation, Surfacing, Sub-base & Drainage says payment includes the soakage trench, bid item #33 Soakage Trench per detail 2 on sheet C200, one facility total is for a soakage trench? Clarification: The soakage trench will be paid under Bid Item #33, see Addendum #3 Section 610 - Description, Measurement and Payment of Bid Items for clarification.
Contractor Question – Where does the perf pipe in the play area and soakage trench drain to? Clarification: The perf pipe is intended as additional storage, there is no drain connection.
Contractor Question – Detail 9 on WT101 has a note pointing to the pipe coming out of the water tower that says "water feature design by others", is that pipe part of this contract? Is there any water as part of this contract? Clarification: The Water Tower will have a custom interactive element included in the OSCI Splash Pad work. The custom feature is described by Rain Deck as a Rail Car Filler and is activated by a post mounted sensor on the Splash Pad below. There are no drawings or specifications included in the contract documents at this time to describe the custom feature other than the depiction of a pipe cantilevered from the side of the Water Tower wall. The water supply for this custom feature is shown on Sheet SP1.2 of the Drawings by Rain Deck. This waterline will enter into the nearest steel column of the Water Tower, from below the slab, and follow it up into the floor cavity of the water tower and then into the space above to connect to the custom feature. The piping for this custom feature is incidental to the Splash Pad bid item. Any necessary access holes for routing the piping will be incidental to the Water Tower bid item.

Contractor Question – Question on Wage Rates, are we using the BOLI 01/05/24 & 04/05/24 Amendment and Davis-Bacon 04/12/24 MOD #4? Clarification: Yes, both will be used and the higher of the two wages will be utilized for the project.
Contractor Question – Is the Project fully funded? Clarification: Yes, the City of Cottage Grove has secured a Federal EDA Grant and a Oregon State Parks Grant to fully fund the project.
