Disaster Resilience Plan for Heritage Resources in Cottage Grove
The Disaster Resilience Plan for Heritage Resources (DRHR) in Cottage Grove is the result of a partnership between the Oregon Parks and Recreation Department (OPRD) Oregon Heritage Program and the City of Cottage Grove, in collaboration with 5 small non-profit heritage organizations in Cottage Grove (including two museums, the historical society, the genealogical society, and our Main Street organization). The overarching goal of the DRHR is to increase community level knowledge and provide a framework for decision-making about heritage resources in the case of a disaster in Cottage Grove. The project also created a model heritage resource disaster resilience framework applicable to heritage organizations throughout the state.
Emergency Management in Cottage Grove
The Development & Planning Division coordinates emergency management operations in the City of Cottage Grove. In the event of an emergency, the Development & Planning Division will coordinate between responsible local and regional agencies, including:
- City of Cottage Grove Police Department
- South Lane County Fire and Rescue District
- City of Cottage Grove Public Works Department
- Lane County Emergency Management
- South Lane School District
- The local Red Cross chapter
- Local utilities and other agencies.
The City's Emergency Operations Plan establishes the parameters for this coordination.

Emergency Operations Plan
The City of Cottage Grove Emergency Operations Plan identifies various hazards which may impact Cottage Grove and the prevention, mitigation, response and recovery procedures the City would follow in an emergency. The procedures outlined in this plan are designed to enhance the protection of lives, property and the environment through effective use of City and community resources. The basic plan with annexes is designed to identify responsibilities and basic functions of the City of Cottage Grove and cooperating agencies, using the Incident Command System.
