Land Use Applications
Your development proposal may require review and approval by the Cottage Grove Historic Preservation Commission, the City Planning Commission or the City Council before it can proceed.
Common causes to need proposal reviews are as follows:
- New Developments
- Major Modifications to Existing Developments
- Tenant Infill
- Conditional Uses of Development
- New Uses of Development
- Anything Involving the Historic District
If you are not sure whether your project would be subject to such a review, we encourage you to contact the Development & Planning at (541) 942-3340 to arrange a time to discuss your project with the staff. This will allow us to better assist you through the process, and to minimize, to the extent possible, any delays.
Land use application forms, which may need to accompany your submittal, are available online or may be obtained from the Cottage Grove Public Works & Development Department office. Fees to cover the cost of processing your request need to accompany the application when submitted; for the fee schedule, click on the link below.
It is important to understand that all application fees are non-refundable after substantial processing has occurred, regardless of whether the application is approved, denied or expires. It is, therefore, strongly recommended that applicants review their plans with staff prior to submitting plans.

Type I Application (New Dwelling Only)
Include: Single Family Dwelling/Duplex/Manufactured Home/Accessory Dwelling Unit
Type I Applications
Include: Building Permit, Access Permits, Flood Plain Development, Hillside Development, Home Occupations (meeting Section 14.22.200), Land Use Reviews, Sign Permits, Subdivision Final Plat Review, Variances (Class A), Minor modifications to approvals, Temporary Use Permit, Temporary Food Cart
Type II Applications
Include: Code Interpretations, Modification to Approvals, Partitions, Historic Alteration Permits, Non-conforming use or development Determination, Sensitive Lands Development, Sign Permits (Historic District), Temporary Use Permits, Variances (Class B), Hillside Development Level 2 & 3
Type III Applications
Include: Conditional Use, Greenway Conditional Use, Cottage Industry, Historic Alteration, Land Use District Map Changes (Zone Change) (no plan amendment required), Master Planned Developments, Site Design Reviews, Subdivisions, Variance (Class C)
Type IV Applications
Include: Development Code Text Amendments, Comprehensive Plan Amendments, Comprehensive Plan Map Amendments (and concurrent Zone Changes), City-wide Zone Changes.
Other Applications
Include: Annexations, Appeal Applications, Erosion Prevention, Multiple Unit Property Tax Exemption Program, Pre-application Conference, Vacation Application.
