Opportunities for Development

Specific recommendations of 2018 Housing Needs Analysis that this audit will address:

Cottage Grove should update its zoning code to provide opportunities for development of a wider range of housing.

This project results in recommendations for the following revisions to zoning code:

  • Allow Manufactured Home Parks in the R-2 and R-3 zones, as required by State law.
  • Evaluate increasing densities in the R-1 zone from 4 to 6 dwelling units per acre to 4 to 8 dwelling units per acre.
  • Evaluate increasing densities in the R-2 zone from 6 to 12 dwelling units per acre to 8 to 12 dwelling units per acre.
  • Evaluate increasing the minimum density in the R-3 zone from 10 dwelling units per acre to 12 dwelling units per acre.
  • Evaluate increasing the maximum building height in the R-3 zone from 40 feet (4.5 stories tall) to 60 feet.
  • Evaluate relaxing regulations on cottage housing development, such as allowing it as a permitted use in the R-2 and R-3 zones (rather than a conditional use) and removing the restriction on the number of cottages per parcel.
  • Evaluate allowing multifamily development in commercial areas, excluding the Historic Downtown, in residential buildings without commercial uses on the ground floor.
  • Conduct a detailed audit of the City’s zoning code to identify barriers to residential development and identify alternatives for lowering or eliminating the barriers.

NOTE: These recommendations will require changes at minimum to Table 14.22.110 Residential Districts – Allowed Land Uses, Table 14.22.120 Residential Districts – Development Standards, Section 14.22.200 Residential Districts – Special Use Standards (for Cottage Cluster standards and ADUs), Table 14.23.120 Commercial Districts – Development Standards and Section 14.22.200 Automobile Parking Standards.

Relevant language of HB 2001:

Section 2 (3) Except as provided in subsection (4) of this section, each city not within a metropolitan service district with a population of more than 10,000 and less than 25,000 shall allow the development of a duplex on each lot or parcel zoned for residential use that allows for the development of detached single-family dwellings. Nothing in this subsection prohibits a local government from allowing middle housing types in addition to duplexes.

NOTE: This language will require that the City of Cottage Grove modify its Residential Districts --Allowed Land Uses and Development Standards (Tables 14.22.110 & 14.22.120) to allow duplexes wherever single family homes are allowed (one lot size/set of standards for single family homes and duplexes). This code change will trigger other code changes, to density standards, lot coverage, lot width and lot depth standards, and setbacks, potentially.
